Project description

The purpose of this external and previous evaluation was, on the basis of the analyzed documents and available information, to provide insight into the development process and content of the Draft Demographic Revitalization Strategy until 2033 in order to enable an objective and impartial assessment of the relevance and coherence of the strategic planning of the demographic revitalization of the Republic of Croatia for the given long term period. At the same time, the correctness of the established strategic goals was assessed in relation to the superior national policies and strategic planning development documents for both the past planning period and the future one. At the same time, this independent evaluation gave recommendations for improvement and improvement of the subject document in preparation according to predetermined legal criteria. The legal basis (context) of the prior evaluation of the Strategy is contained in the provisions of the Law on the System of Strategic Planning and Development Management of the Republic of Croatia and the Rulebook on the Implementation of the Evaluation Procedure. The previous evaluation of the Strategy was carried out using a qualitative-quantitative and analytical-comparative evaluation method based on mandatory and additional criteria defined in the Law and Regulations.
