Evaluation of the pilot project for the prison system within the project: “Improving the quality of justice through strengthening the capacity of the prison and probation system and the system for supporting victims and witnesses”

As part of the project “Improving the quality of the judiciary through strengthening the capacity of the prison and probation system and the system for supporting victims and witnesses”, which was co-financed by the European Union from the European Social Fund, the first evaluation of the pilot project for the prison system for the needs of the Ministry of Justice and the administration of the Republic of Croatia was launched. . Specifically, the following seven activities implemented in four penal authorities during 2022 were evaluated: piloting of SPP for prisoners who do not go to the Diagnostic Center in Zagreb (Block I, II and III); workshop for standardizing the use of ZPIS (personnel) for treatment workers; determination of the person who will perform administrative tasks related to the entry of data into ZPIS in the area of ​​treatment in the period from March to July 2022 in a particular criminal body; introduction of morning meetings in criminal bodies; refinement of instructions, orders and instructions for treatment and insurance; development of an action plan to prevent suicides of prisoners; preparation of a letter to the Supreme Court with consolidated difficulties in the operation of the prison system in cooperation with the courts. The evaluation of the activities, in accordance with the Project Terms of Reference, aimed to answer whether and to what extent an improvement was achieved compared to the previous model by determining: the importance of the activities carried out as part of the pilot project, the effectiveness of the implementation of activities as part of the pilot project and the success of the realization of project goals as part pilot project.
